Anne was born in New Orleans but became a Maryland resident more than 35 years ago. She attended Hagerstown Community College where she obtained her Associates Degree in Nursing. Deciding to further her education she attended University of Maryland University College completing her Bachelors Degree in Legal Studies with a minor in Criminal Justice.
